Reading applications is not nested under managing jobs. Publishing an advert is not the same as seeing named people's CVs, addresses and employment history, and a great many organisations want the first without the second — a marketing team that writes the adverts, and a hiring manager who reads the replies.

Downloading a CV requires View applications; the file is streamed through the control panel, never linked to directly.

The settings screens — forms, stages, specification groups and everything else under Hire → Settings — are for admins. Adding a term to an existing group ("Bristol") only needs Manage specification terms.
